Oracle Data Guard stopped sending Archive file after Network Failure

We have implemented ODG (Oracle Data Guard) between two sites using ARCH (ASYNC) method and following parameters are used in log_archieve_dest_2:

log_archive_dest_2 = service=sp1stdby arch async noaffirm delay=0 optional max_failure=0 max_connections=1 reopen=300 db_unique_name="sp1stdby" register net_timeout=180 valid_for=(online_logfile,primary_role)

log_archive_dest_state_2 = enable

One day due to firewall failure the primary site stopped sending achieve log files to DR site and gave following error in the alert file of the primary side.

ORA-03135: connection lost contact

.. Detailed OCI error val is 12170 and errmsg is 'ORA-12170: TNS:Connect timeout occurred

Even after the resolution of firewall issue the primary side did not start sending archive files to DR and could resume only after restarting the Oracle instance at primary side.

Can somebody tell us how to overcome this situation? Our database version is 10.2.0.2.

according to this note ORA - 03135 : connection lost contact while shipping from Primary Server to Standby server [ID 739522.1]
you do not need bounce db , just restart archiver proces

Thanks. How serious is following in the document:

WARNING !!!Small chance the process wont re-spawn

Hope this will not bouce the db.
