we have two paper licenses with the product name OVSOM EVA3000 1TB LTU but with different Part Number T3269AA and T2539AA.
is those license a CV license or BC license?

Solution
OVSOM (OpenView Storage Operations Manager) is a bundle of CV-EVA and HP OpenView Storage Area Manager (OVSAM), although only the Storage Node Manager (SNM) component is included in the OVSAM part.
A quick lookup via Google suggests that one part number is V1.0 while the other is V1.2.
Good luck if you try to upgrade to an unbundled CV license .....

do you mean that OVSOM license is equivalent to CV license ?

would please be more explicit. because we are planning to move to CV7 and upgrade those licenses

No, it is not equivalent. The license includes two products:
- what is today known as CV-EVA
- a component of HP's old Storage Area Manager product
-- the replacement is Storage Essentials, but, honestly, you don't need to bother with OVSAM or SE because they are enterprise management products and simply overkill to monitor a single EVA3000.
Well, I feel that the transition to CV-7 with the new licensing was not handled well by HP when the product became available (I try not to sound too negative and won't go into detail - I have better things to do ;-).
