Did you mean "does nothing until you refresh the page"?

No, I mean nothing like just nothing.
The only way to get rid of a draft is open it, empty it out completly and leave the page by using the cancel button.

I have no problems deleting a draft that I wasn't currently editing. I just click on the big X and confirm. Then reload.
And when I need the draft, I can clearly see the load or discard message.

Re: Delete of autosaved drafts not possible (without refresh)
The new forum format still works the same. After you click on the [X] and confirm, you must refresh the page before it disappears.

Re: Delete of autosaved drafts not possible (without refresh)
I don't have any drafts currently (somehow they got deleted in one of the last maintenances) and to be honest I resign in the meantime a little bit ...
I switched to a RSS reader to follow that part that I'm interessted in and visit only for answering which is a real shame but it is a lot easier.
