The most common reasons people don't see the "New Post" button are 1) not being logged into the Community, and 2) trying to post from a category, not a board page. Because the platform does not know what board onto which you wish to post from a category, it does not display the "New Post" button at category level. For this same reason, the button is not displayed on the Community home page.
