What does "Post Options" >> "Mark as New" do?

I can mark other people's posts as "new":

What does "Mark as New" do exactly?

It means what it says.  That post is marked as New and not as Read.

When you come into a category, you're shown the count of how many unread posts are there.

When you go to a board, each topic lists how many unread posts are there.

The listing of boards inside a category will include a number in parentheses that shows how many messages exist in that board that are currently unread (by yourself). In addition, when you go to the board itself, topics in bold type are unread. "Unread" can include the original post or a recent reply.

Or they are usually sorted near the top and the "New" column has a non-zero value.
