Can you take out the ROUTE statements from your configuration and see if it works?.

#route delete net 172.31.195.128 netmask 255.255.255.128 172.31.198.1

Make it as the default router.

#route add default 172.31.198.1 1

I know this may not what you want depending on your setup. DId you try this out just to make sure the usual setup works?.
