Hello!
I am having an issue installing HP-UX 11.23 on Integrity BL860c i2. I have mounted the CD that I have on my laptop through virtual media.
When the blade is booting to "HP-UX Boot Loader for IPF - Revision 2.029", it allows me to go into UEFI Shell. I enter the command to run ":IINSTALL" but it keeps looping back to the boot screen.
Was there a way for me to explore the CD and run the install file from there? I was able to do that on a hprx2600 system.

No way, this blade is supported with 11.31 only (cannot remember the minimum release version at the moment, sorry.).

I'm not familiar with HP-UX but regarding your question,
IS there a way for me to explore the CD and run the install file from there...?
Once the virtual media mounts your local copy of the HP-UX media, you should be able to see a new FSx device from the uefi shell of the BL860C i2 . Use the uefi shell command map-r to get a listing of the FS devices. These are the devices that have a uefi file system (FAT32). One of these devices will be your HP-UX distribution on the virtual media.
You can use the cd command to change your directory to this new FSx device that corresponds to your virtual media.
example
shell> cd fs2:
fs2>
Now you can use the ls and cd commands to explore the HP-UX media. I assume the program you will be looking for will be install.efi . you can execute this command by typing install.efi

As said, 11.23 CANNOT run on this blade (except as a virtual machine guest - maybe).
