set rack name command info

I am just trying to set the rack name on our c7000's.  When I run the set rack name command if changes the rack name on all of the enclosures in datacenter.  I this the way this is designed or is this a configuration issue?

I thought this only happened if the enclosure OA's were linked together (by using the OA uplink/downlink ports)?
