Can't connect Internet Exp 7 via WiFi

In a library hotspot with very good signal.
When I click on IS 7 icon to connect to the Internet
getting error message:
Can't connect using HTTP port (80), HTTP port (443) & FTP port (21) due to firewall settings (ports are not open). Even after turning off Windows Firewall (not recommended) it doesn't connect! Ports must be open apparently. Does anyone know how to open these ports?

Is it a free service?

It might be a "security" feature on the wifi network.. not your pc.

Can you post a screenshot of the message?

What is your operating system? If Vista, how have you described the network you are connecting to? Private or Public?
