Missing include file termios.h - GNV and the OpenVMS porting library

I'm trying to port a package from unix/linux to VMS. I have downloaded GNV 1.9 (since the is the version for VMS7.3-2 we have). 

 

Although I can now run make, I need to have termios.h for the build. I've looked at the latest GNV but it's not clear that this contains

termios.h even if I could upgrade to VMS 8.4

 

From searching I've found the openvms porting library

which does contain termios.h

 

Can anyone tell me if there is a later version of the porting library? 

 

I'm now supposing that I need both GNV and the porting library, but had expected

that GNV would be enough. 

 

I've gathered that I could copy over termios.h from linux, but I'm not sure where the 

system include files should go.

 

I would be grateful for any advice.
