cyrillic in hp ux

I need to implement programs in cyrillic in Pro *c.

There r packages avialable in Solaris such as Xgettext and Xtract to extract the text from the c program.
Are there similar packages avl in Hp UX

If so how shud i implement those.

pls help me ASAP.

I believe it is available, I dont know the website. But you can always get that using google
