odd ball conversion - Btree strings output to CSV

I have parsed an unknown database file from an OLD system. it appears each record contains 19 fields, as I ran the "FILE" through the strings command and it appears to be the records for this entities library system.

For Each Field I would like to QUOTE, and Comma Separate the fields, and NEWLINE or CR the Record. Any one got an idea on an AWK program or perl script that might help?

Any thought appreciated.
