try killing this process and see whether system usages is decreased and DVD is working.
I suppose you need to have a proper driver for your machine tc 2010.
Oh! it may be also because of sharing the interrupt.

Often when you have explorer running at 100%, you may have shareware or virus issues. Run some spyware detection software and antivirus first.
