Does the netserv lp 2000r support USB 2.0 High Speed?

Nope.

And, even though it does have a USB port, I don't believe that HP actually supports using it for anything.

Which means, of course, that using USB will probably work, it's just that HP didn't invest any time to test it & certify that it works. I did know of some one that tested the USB port on either an LP1000r or an LP2000r: it worked fine with a large variety f USB devices.

You could probably install a USB 2.0 card, if you really need USB 2.0 functionality. I don't see any reason why that wouldn't work (but I haven't tried it myself).
