100B-T lancard not available/working
Installed in this is a 100B-lancard with lets itself be known as BTLAN4 in ioscan with S/W-state UNCLAIMED and H/W-type UNKNOW. Description is PCI(10110009) built in #1.
We have downloaded and installed patches PHCO_10947, PHNE_20656 and PHNE_21251. However, the card still remains unknow. We are now currently using the built-in lan2 card with is 10B-T.
What am I missing here??

From the ioscan output that you provided,
I suspect that you load 100base-T software using swinstall from application CD.
I don't know what kind of product you use from the description.
J3515A is a 1-port 100Base-AUI/RJ45 HP-EGSC adapter for D-Class servers and workstations.
J3516A is 2-port 100Base-TX HP-EGSC adapter for D-class servers and workstations.

HPUX 10.20 was installed by HP people. I don't have the CD's for 10.20, only for 11.00.

You'd better check the correct 100BT software was installed from APP-CD,prior to installed lan patches.
(J3515A is GSC or HSC bus not PCI ok?)
You have J3515A 100BT card, havn't you? Of course it's supported on D class with HP-UX 10.20.
(J3515A: LAN 100 Base-T Single Port Adapter HSC bus type)

One thing to check is , is the driver for the card linked into the kernel , go into
sam --> kernel config ---> drivers
see if the btlan4 is listed what is it state
if it is out then select it as in and re-link the kernel
( you will need to do a reboot once this has
been done)

I tried to find any source for it on the web Unfortunatly failed.
Get help from your neighbors or HP people.
You bought it from HP and they're responsible for installing software for you.

Have you regenerated your kernel to include the btlan4 driver? btlan4 is correct for this card.
You might also want to make sure that the patches you mentioned are correctly configured. Do:
# swlist -l fileset -a state|more
and make sure you see "configured".

1. Check if the software (J3623BA) is installed:
% swlist | grep J3623
2. If indeed the software is installed, then make sure that the critical patches are installed. The critical patches for the J3515A card are:
PHCO_10947 libHcurses cumulative patch
PHCO_16591 fsck_vxfs(1M) cumulative patch
PHKL_16751 SIG_IGN/SIGCLD,LVM,JFS,PCI/SCSI cumulative patch
PHKL_16957 Physical dump devices configuration patch
PHKL_17858 Fix for mount/access of disc sections
PHCO_18563 LVM commands cumulative patch
PHKL_20611 Correct process hangs on ufs inodes
PHNE_20834 cumulative ARPA Transport patch
PHNE_20893 HSC 100BT lan cumulative patch
PHNE_21216 LAN products cumulative Patch
PHKL_21595 VxFS (JFS) mount, fsck cumulative patch
PHKL_21661 lo_realvfs panic fix, Cumulative LOFS patch
3. If the software is NOT installed, I suggest calling either HP Contracts or your Sales Rep. and find out if Application Release CDs are covered under your contact. Whatever might be the case, they will advise you on how to acquire the latest Application Release CD Set. The driver is only available on the Application Release CD Set. I don't believe it can be downloaded from anywhere.
After the software and patches are installed
% ioscan
should show the HSC lan interface (driver btlan4) are CLAIMED.
