NC$PRINT?

Have a look at DCPS (it's included in your OpenVMS base operating system license).

Re: NC$PRINT

Usual approaches are lpr/lpd and telnetsym via TCP/IP Services, or via whatever IP stack is installed. DECprint Supervisor (DCPS) is another potential option here, though you'd need to ensure installation of a version that works with a comparatively old OpenVMS VAX version and with remote printing over the IP stack.

Would you be referring to the IBM Netstation client stuff (eg: IBM 8361) here?

I've generally taken the position that printing through a host -- or a thin client, in this case -- is probably more work to configure and maintain and manage than printing to a network-connected printer.

But if the Netstation offers lpd or telnet ports and there's a printer on the far end, well, have at... Aim a TCP/IP Services print queue (or better DCPS, if you can find a combination that will work) at the port, and see if any paper comes out the far end...
