NTP Synchronization via Dial Up Connection

My firewall blocks NTP packets, and my security admin will not loosen up. So I have been trying to configure NTP to sync to NIST or USNO via dial up modem. HP's documentation gives me just enough hints to drive me up a tree. Any one have such a configuration?

For lots of NTP info, you can check www.eecis.udel.edu/~ntp
