Surestore CD Towers and Telnet

I have recently noticed that out two Surestore CD Towers have been making outbound telnet connections. Why would this be? I try to telnet into the tower using it's IP address but it won't let "root" log in. It is using HP CD Telnet Service 4.23. Has anyone else run into this?
