How can I install HP SureStore 700mx optical over windows 2000 server I couldn't find its driver.

MO drives should be visible for OS (in 'My Computer') as removable drives (like floppy disk). To operate autochanger you need backup software - it should have its autochanger driver. Otherwise you can operate picker manually from library's control panel.
