PCM+ 4.00.03.541 upgrade to 4.00.04.571 Fails with exit code 1003

As per subject, when trying to upgrade PCM+ I am getting an error "update failed with exit code 1003".

 

Please advise how I can find out why this is failing. I have uploaded the "upgrademgmtapp.log" file but this does not tell me anything specific.
