Hi
I had this happen to me and thought I would post my solution.
I tried setting the maintenance switch to 6 and back no joy, ran the server on 1 CPU and tried changing CPU, again no joy.
My solution was to remove the serial cable from the server that goes into the tape library and the server booted straight away. Once up, connected cable and rebooted to test and it worked fine.
That's it.

Similar issues happen when any external storage device is connected, including USB Keys.
