HP DL140 G3 - PCIe Gen 2?

HP DL140 G3 - PCIe Gen 2?

When we ordered these, the specs said the PCIe bus was Gen 2.  But when we connect our adapters, they only connect at the Gen 1 rate (2.5 Gbps).  Don't see any BIOS settings to change this.  Any ideas?  BIOS update?  Jumper?  Thanks,
