The easiest way to do this is to fisrt download the HP USB Key Utility. Next, download whichever version of SmartStart that you need for your system. I believe 8.70 B is the latest.
You will need to extract the ISO from the ZIP file when you download the SmartStart software.
Next, run the HP USB Key Utility, and search for the SMartStart ISO that you extracted as the "source".
Make sure that you have a USB thumb drive inserted into your machine, and select that as the destination.
*NOTE* The USB key will be formatted (erased) when you copy the SmartStart ISO file to it.
The process takes about 4 to 5 minutes depending on the ISO file size.
When it is complete, click "Finish: and remove the USB key. You will now be able to boot the server from the USB key into the SmartSTart environment.
*Note* I have used several different USB key (thumb drive) brands and have found that some will work while others will not.

Since they are asking about SmartStart, this could be an older server that doesn't support USB key booting. Download the SmartStar ISO image and burn it to CD media to boot the server may be the only option
