ML350 G5 - Internal Health Light is Red

I've got an ML350 G5 system that won't boot.  The internal health LED is red. 

I know NOTHING about this server, I just purchased it as a bundle with several other units.

 

I followed the instructions on a simular thread, but my unit will not power on at all.

I press the power button and the fans spin and everything turns off... 

 

* system power off - unplugged both PSUs,

* pulled battery out of systemboard,

* pulled all the memory and put 1 stick back in bank 1A,

* switched maintenance switch number 6 on,

* put battery back,

* powered up - still nothing. Fan spins and system shuts down without post.

The problem with the unit was that someone switched the CPUs out. It had a Dual Core, 2.0Ghz Xeon in socket two and a Quad Core, 2.0Ghz Xeon in socket 1... I order a new CPU and I am waiting for it to show up. The server boots now with one CPU installed.
