HPMapSvc Service failed

I am receiving message that HPMapSvc service has failed to start. The event ID is 44006. This same message was found in log from 6 months ago. The description for this event could not be found and insertion string(s):error, qWhoDoneIt is all that is displayed. What is this application for?
