Command View Installation Fails

Wh trying to install Command View it fails, and said that
""this may be a reult of an invalid summary request -- e. g. requesting an install summary when an uninstall has ocurred
CIMuser utility will create an SMI-S "administator" account only if there is a local windows administrator present on the server. User cimuser utility to change the default password""

Command View is rather a broad term...

Can you be more specific on the version please.
