Solution
It's not the most specific way but baselining the CRC/Alignment errors and number of packets and estimating the proportion of bad packets will let you know if the link is bad.
show interface, or an SNMP query will get you those.
Seeing 'late collisions TX' is a more specific indicator but you only see it at the half-duplex end.
