in 11iv1 (11.11) the reason is that HPUX bootloader does not understand vxfs filesystem and hence cannot locate the kernel on it. As Torsten says, in 11iv2 and v3 this has been made possible.

This is true only with 11i v1 and earlier.
It is a historical fact. HP-UX started out with HFS as its standard file system. It apparently was not easy to retool things to boot off of vxfs.

(FYI: saying 11i usually isn't precise enough since all supported versions of HP-UX are 11i.)
