Can some one give me some clue? It is an itanium based rx8620 server with 11.23 installed on it.

SolutionI think this message has been mofied for the last ignite release and *I believe* the installation media is no longer needed.

This is a general warning.
Your server can boot from tape directly if you have firmware version 5.0 or later.
hp-ux must be also at a minimum version (something in 2006 - I'm not sure at the moment)

Did you check the recovery.log file for details? It should be in /var/opt/ignite/recovery/latest.

Your backup is missing critical files and the ignite backup is probably not anything you want to rely on.
Two things:
1) Upgrade free to a version of Ignite that permits tape boot. Anything you can download from http://software.hp.com can be configured for direct tape boot.
2) Make sure there is adequate space in /var for the Ignite backup an that your lvm configuration has no major errors as this could render your backup useless.
3) Do not give up on improvement until you have all these errors licked. This is a DR backup, you want it to be perfect.
