When creating a new user, can SMH template "set the first available UID" like SAM does?

HP-UX sets the first available UID to start at 100.    But other system users use UID in the lower 100's, So on 11.11 in SAM  I created a  template which starts at 200

Template name is  /var/SAM/ug/templates/nts

In this file the parameter was UIDUG_NTS_UT_UIDVAL1 = 200;

 

But it looks like SMH uses a file called /var/sam/ug/templates/tmpl which uses a different naming convention.    Does any one know if on SMH you  you can set the next number?

 

 I do not understand why HP does not just automatically start at 200 because it creates headaches when upgrading to find that a new service wants to use a UID that is being used by a regular user.

Or start at a nice round number like 1000.

Unfortunately useradd(1m) mentions 0-99 are reserved.
