Well, this doesn't exist at my maschine either.
Maybe you can copy it from: /usr/newconfig/var/adm/inetd but there's nothing important inside (security restrictions).

graphinfo command brings the follow:
graphinfo: unable to open device file at /dev/crt
But I ran it on a similar machine (HP_UX C8000) and I attached results:

Try to fix this!
Red lights always on after reboot?
Check if the card sits properly!
Check for additional power (?)
Compare both C8000.
As long as the red lights still appear you will not get it to work.
You could also test another slot ...
