ip forwarding RHEL 5

I have a server which has been set up with ip forwarding and NAT. I find issues with incoming traffic  (like if i do a scp) to the server hangs while outgoing is OK? Is it common with servers config with NAT, could someone let me know what exactly to check for?

Do you have any type of firewall (physical or iptables) rules that recognize the NAT?
