A "connection refused" error normally means that the requested
service (in this case, SSH) is not configured/running on the server.
Have you installed SSH ("HP-UX Secure Shell") on the server? My Web
search for:
hp-ux ssh
found:
https://h20392.www2.hpe.com/portal/swdepot/displayProductInfo.do?productNumber=T1471AA
What did yours find?

Re: unable to login through putty in hp-ux 11.31
The iLO port is part of a separate computer that handles the hardware. The settings are unrelated to HP-UX settings.
Change your PuTTY settings to telnet rather than ssh. The iLO (console) port can be configured to not allow ssh and/or HTML (web) access. telnet should be available.

SolutionSOLVED
on that server the "PRIVATE KEY FILES" are unprotected.
in /opt/ssh/etc all files permissions are 777 thats why unable to ssh.
i changed all permission with other working server.
now server is fine and i am able to login through ssh.
