No he can't. The subject line says "Integrity" and as far as I know there have never been hobbyist media available for Itanium. Which is a pity.
Folks with a C compiler under support should be able to get kits from the "Software Update Manager" here at ITRC. But to get a C compiler under support you have to locate a reseller (which is not necessarily easy), order the product, and wait for the license (and optionally media) to arrive.
The C++ compiler is available as an ECO from the "Patch database" here at ITRC, but to get there you need an OpenVMS support contract tied to your ITRC membership, and of course a C++ license, which involves talking to a reseller.
If you are an ISV producing a product rather than just a someone trying to get work done, the AllianceOne program Ian mentioned is an option.
