Integrity Virtual Machines Management Service Temporarily Unavailable

When I goingto my SMH under > Integrity Virtual Machines Management and select it it tells me 

Service Temporarily Unavailable

If i restart cimserver or do a lvmadm -l -f  it will let me in

I noticed the lvmadm -l -f comming from the syslog every time it ran it would let me in so i tried it on command line and sure enough it did.

have tried:

vi /etc/rc.config.d/hpsmh
# START_TOMCAT: Set to 1 to start Tomcat when HPSMH starts
#               Set to 0 to start Tomcat on demand
#
START_TOMCAT=1

still doesnt work all the time.
