Is applying the June 2008 support pack to a previous installation the equivalent?

The entire core of the OS must be at least december 2007 - this means either cold install or update-ux if you are running an earlier release.

You must upgrade or intall to HPUX 11.23 Dec 2007 Core. IVM 3.5 is dependant on that Core release.
I tested the upgrade from 11.23 June 2007 to Dec 2007 eight times over with no issue.
Do not forget to patch the Dec 2007 core when you are done as it does not include all the patches from the Dec 2007 QPK. ( almost but not quite, go figure ).

Then swinstall the update-ux and update-ux from the depot I created.
Read the update procedures. They are pretty straight forward.
