FTP security

Hi,

I'm struggling to find a white paper related to how to setup a ftp environment. I mean restricted shell with chroot.

I found some bits and pieces related to anonymous but nothing regarding a common user ftp which stop users from navigating through the server.

Please could someone point me in the right direction or to the right document (if any available)
