Newbie to wlm

I'm trying to interpret some wlm data using wlminfo slo -s -o and I'm seeing stats where Req is 221.07 Shares are 1100 and State is FAIL but then further down Req is 462.48 Shares 1100 and status is PASS??

We have two resources configured, the one above has priority and also the most shares available.

I understand that the goal determines whether you see FAIL or not and that FAIL doesn't mean CPU requirements were not met.

Its a basic config with only CPU shares managed for two resources. Each resource has an slo stretch.

The manual is not very good when it comes to explaining output unfortunately.

Anyone have any knowledge of wlminfo output?
