Eva storage unmanaged and not intialised

If you feel the metadata on your single remaining quorum disk can be trusted, you may allow your system to restart without quorum redundancy.

If you have not moved hard drive from other storage to this EVA,then the single quorum can be trusted.
In the Operator Control Panel,you will get an option to continue.
