Adding Users to a Secured HP-UX 10.20

I've been trying to add a few users to a server, first using useradd -m, then manually editing the /etc/passwd with vipw, and finally trying to use sam. Each time, the addition goes buggy and the account is unusable...

I then found out, this server has been converted to a "Secure (Trusted) System".

I've been trying to add a user for quite some time, but I have not been able to.
Is there another way to do this, that isn't listed somewhere?
