btmp file on 11.31 not recording bad logins

I ran into an interesting problem today with one of our 11.31 boxes is not recording bad login attempts into the /var/adm/btmp file. Is there an option that has to be set somewhere for the server to record the invalid login attempts?

ll /var/adm/btmp
-rw------- 1 root other 0 Apr 20 2010 /var/adm/btmp
