Yes you can, or you can ask your local HP Vendor to provide the same.

Re: HPUX 11iv3 OE upgrade
Only getting a set of 0903 install DVDs and updating using those (using the update-ux command) would be the equivalent of just installing 0903.
The patches only apply to existing product versions, they never update product components to entirely new versions.

Re: HPUX 11iv3 OE upgrade
Quick reference on update-ux can be found out here.
Please have a reliable Ignite backup of the sytem before the update.
http://docs.hp.com/en/5992-5795/ch06s04.html#babhhbaj
Summary:
1) you can optionally create an update-depot suing 11iv3 Core OS and install Media.(say /depot/update-depot)
2) Install the latest update-ux bundle.
3) can start update-ux in GUI Interactive mode
#update-ux -i -s /dvdrom
OR
#update-ux -i -s /depot/update-depot
OR
#update-ux -s /depot/update-depot HPUX11i-BOE
#update-ux -s /depot/update-depot HPUX11i-DCOE
Depending on what OE you wish to update to.

Re: HPUX 11iv3 OE upgrade
Unless something has changed with 11.31 that I'm not aware of. Installing the march 2009 QPK to an installed 11iv3 OE system is the equivalent of doing a cold install of the DVD OE March 2009.

At least as far as 11.23. All these threads disagree with you:

Re: HPUX 11iv3 OE upgrade
1. Get the complete software depots of 11iv3 0903. (dvd or get them available in your ignite server)
2. Upgrade the update-ux utility on the system which has to be upgraded to 0903:-
swinstall -s hxignite:/path-to-11.31_March_09_fusion_bits
3. upgarde the OS to 0903 from earlier 11.31:-
/usr/sbin/update-ux -s /path-of-0903-bits
