what do "s1" and "s2" mean in " /dev/dsk/c2t0d0s1" and "/dev/dsk/c2t0d0s2"???

As IA is different to PA, there is a different way of doing the boot disk, as it first must load EFI (s1 section) then boot to the OS (HP-UX in s2). Section 3 (s3) is for the offline diagnostics.

The s1 partition holds the Master Boor Record, the EFI Partition Table and the EFI System Partition. You can read about it in this doc.

It's left over from when single disks were partioned up for multiple filesystems at a hardware level.
Depending on the layout of the disk you wanted to use, you could divide the disk up into various fixed sized segments.
