Traditional chinese character set support on DECforms for OpenVMS

There are internationalization features in DECforms for OpenVMS version 3.3.
1. Did it support traditional and simplified chinese character set?
2. May I move form (IFDL) to "DECforms for OpenVMS" what is developed under DECforms/Hanyu environment?

It is impportant to describe what you wish to accomplish (and why), since often there is
already a standard efficient solution to the
"real" problem but not directly related with
the question posed by the customer.
