DL140G3 can't retain boot order

With an external USB drive connected, I went into the BIOS and set the external drive to be (1) lower than the onboard SATA drives and (2) disabled from the boot order. Yet whenever I reboot, the server forgets my settings and tells me "no operating system found", which is true but I don't want to boot from the drive anyway.
