New (to me) DL360 Gen9 fans running all the time

I just bought three used DL360 Gen9 LFF servers. I already had a couple of these. I updated the firmware and installed RHEL 9. When I got done, I powered the new ones off, and for some reason, the fans are blowing even when powered off. My previous DL360s do NOT do this. It's really irritating. I checked, and the firmware versions are identical. As far as I can tell, the settings are identical across all the systems. I reset the firmware to defaults, then reboot and turn on UEFI (but not secure boot) and reboot again to install the OS. 

Anyone know why these three new machines are running the fans all the time? It's really maddening, these are test machines for learning and I really, really do not want the fans to run even when they're powereed off! Help?

Hi,

Check the Setting the thermal configuration in BIOS.
Setting the Maximum Cooling may run the fans all the time.

@Suman_1978 I verified that the cooling settings are identical to the 4th server I already had (which is NOT running the fans at power off), which is "optimal cooling."

Hi,

Just a hint, try clearing the NVRAM on the server.  If still facing the same fan issue, you may update the BIOS or contact HPE Support to log a ticket.

I checked, it's set to the default, I think it's called "balanced" or something like that.
