Is there any relation between the nice value, priority and the cpu%?
 
BTW, can we use the process resource manager to ensure the minimum cpu allocation to our following application? Where can I get and install this software? Please advise.

Although the accs set to priority 15, but the other process still run in a higher priority than accs.
