   Although I know nothing, it appears that there's a problem of some
kind starting your ICAP server.  To get more information about it, you
seem to need to read some HP-UX "man" pages:

If the ICAP software is tied to the OS version (which is at least
plausible), then you may need to install a V8.4-appropriate ICAP kit. 
(But I know nothing.)

   Presumably, if you're using ICAP, then you're paying for actual
support.  This might be a good opportunity to get some.
