   My VMS V8.3-1H1 system is running TCPIP V5.6 - ECO 5, and my system
with TCPIP V5.7 - ECO 2 is running VMS V8.4, so I can't match either of
yours.

   These are relatively modern systems.  Do you have a support contract? 
Have you asked HP support about this problem?  (I assume that the first
thing they would do is ask you to install the latest TCPIP ECO.)
