I have a 2312fc and create an virtual volume in a virtual disk.

Size virtual disk 300 GB

Free virtual disk 0 GB

The host can not connect to the virtual disk.

What is the next step? Is a filesystem on the virtual volume necessary?

You must create a host entry if you have not done already and then make that volume available to the host (it's called 'presentation' or 'LUN masking'. The volume will appear as a disk to the host.

I most cases it means you have to write a partition table, at least one partition and then a file system from your host operating system.
